Glinda is a witch or possibly not, she doesn't practice wicca now, not that she never has. Whatever she is she clearly has knowledege far beyond that of ordinary people. She has acted as an advisor to Azrael on matters arcane, providing him with information and quests that may help him realize his angelic self.
