Otto's incompetetant cousin helped open up a new avenue of research for him, creating monsters. Otto's genius level mind was racing, several aplications came to mind imediately; special effects, miitary applications, or using them to take over the world. He persuaded his father to liquidate his assets to fund his research. When Azrael discovered his plan and accidently splashed him wih chemicals he mutated into a deformed child with an enormous brain.

Otto has a great deal of Scientific equipment, in fact he doesn't use much else.

Otto has a genius I.Q. and a skill for creating monsters.
Weaknesses
Otto's supreme arrogance was his main weakness.
